Climate discussions heading nowhere

The United States and China are the largest emitters of the dangerous industrial gas into the atmosphere and these two countries are nowhere near realistic discussion point on the issue. China on it's part wants to project itself as a sensible global player, and has announced a self imposed emission reduction plan. And it has made it very clear that further cuts are not possible without seeing any tangible moves from US and European countries.

US is already running on a record deficit of 1.4 trillion dollars and it is also suffering from a massive 10.2% unemployment level. That is restricting the ability of US to do something tangible on the gas emission reduction front.
With the two largest climate damagers at loggerheads, the rest of the world has to stay at the receiving end. Already we are seeing massive increase in climate disturbances across the globe.
In the last six months, many parts of the world including Australia, South Africa, Europe, China and India have faced massive drought due to failure of annual rainfall. Also there have been many cases of flash floods hitting many countries including India, China, Taiwan and Korea. Just a week back, we saw parts of UK badly hit by flash floods that washed away over three strong bridges and killed over eight people.
Also last week , Saudi Arabia saw flash floods hitting them for two days that left over 100 people dead. So it is time for the two global majors to come to a consensus and work on gas emission reduction.
